To the frustration of carding opponents, neither London’s mayor nor its police services board will call for a suspension to the controversial police practice of street checks.

Instead, the issue will be discussed once again at next month’s police board meeting, said chair Jeannette Eberhard.

While waiting for provincial regulations on the practice — expected this fall — London police said they were conducting an internal review of how street checks are conducted. Eberhard said the board will ask what they’ve found so far.

“I’m not sure we’ll be making final decisions at that time. We will want to hear what other information comes up,” she said, “We want to ask more questions.”

They aren’t the only ones.

Street checks — also known as carding — are a hot topic in London, where last year officers recorded the personal data of people at about seven times the rate in Ottawa and Hamilton, and five times the rate in Windsor.

Blacks and aboriginals were more likely to be carded than whites, according to police data.

Though police chief John Pare says street checks are an essential policing tool that helps solve crimes on a regular basis, critics say they are deceitful in nature, unconstitutional and have been racially motivated.

“Those statistics didn’t come from thin air. The bigger question is about racial profiling on our police force,” said Forrest Bivens, who sits on London’s race relations advisory committee but stressed he was speaking personally on the issue.

The fact London police didn’t put an immediate halt to street checks after numbers pointed to bias in their own statistics is alarming, Bivens said.

The issue of street checks came up at Tuesday’s city council meeting. Councillors voted to pass on to London police a request by the race relations advisory committee to suspend carding pending a provincial report on the practice.

Last June, London Coun. Mo Salih called on the force and the board to review the practice. Since that time, the Free Press has spoken to more than a dozen black and aboriginal men who said they’ve been stopped more than once — some several times — and asked for identification. Their experiences are adding to the perception in many minority communities that London police are stopping people based on their race.

Salih, who is black, has said he’s been stopped “so many times for no reason.” He wants street checks scrapped.

Last week mayors in Mississauga and Brampton called on Peel police to do just that.

Mayor Matt Brown, who is on the police services board, spoke to the issue for the first time this week, saying said he won’t call for a suspension of street checks.

At the end of the day, it is not the mayor’s say that matters most, but the police board’s, said Western University political scientist Andrew Sancton.

“They do have the authority to make policy when it appears operational practices conflict with wider values in society including human rights,” he said.

Unfortunately, he said police service boards “don’t want to get involved in making policy for police, they generally want to go along with what the police chief says.”

What’s been done:

  • During the summer, the province held public consultations on street checks in five communities across Ontario, including London. The London meeting drew about 100 people, most arguing to scrap the practice.
  • Speaking in Toronto earlier this month at the final public meeting, Community Safety and Correctional Services Minister Yasir Naqvi said his government opposes all “arbitrary or random stops by police.”
